Environmental Quality Act 1974 (Act 127) & 2024 amendment, is the cornerstone policy for nationwide pollution management.  Among various forms of environmental hazards, noise exposure represents a critical and often underestimated pollutant that severely jeopardizes public health.  Previous research has raised the issues of public spaces designated as sensitive, critical environments, such as educational facilities facing severe acoustic imbalances driven by industrial traffic and dense urbanization.  To meet statutory compliance requirement and mitigate the public health crises stemming from acoustic pollution, the innovation of Eco Panel was developed.  The first objective of this study is to determine the ratio of waste materials for the formulation of the Eco Panel.  The second objective is to fabricate a prototype of the Eco Panel based on the identified mix ratios, and the third objective is to analyze the sound absorption of the developed Eco Panel prototype.  This study focuses on sustainable material.  This research utilizes three specific waste material, that is rubber, coconut husk, and sugarcane bagasse as the main elements of the study.  This study used a qualitative methodological approach; wherein empirical observations are closely integrated and recorded throughout the testing phase.  The Eco Panel effectively minimizes sound retention to levels safely below 85 db. By keeping acoustic levels beneath 85 dB, this innovation effectively addresses a critical public health risk, ensuring that individuals are not subjected to the hazardous sound volumes that damage hearing over an eight-hour period.  The development of the innovative Eco Panel serves as a sustainable solution that converts industrial and agricultural waste into high-value soundproofing materials. Consequently, this investigation heavily promotes a circular economy paradigm, aligning seamlessly with the global targets outlined in United Nations Sustainable Development Goals specifically SDG 12: Responsible Consumption and Production.
